No Fish Out Of Van, Lots Of Car Violations

SATURDAY, APRIL 2, 2011

11:07 a.m. Caller states there are males selling fish out of white van in parking lot at 754 Montello Street. Unfounded.

THURSDAY, MARCH 31, 2011
1:19 p.m. Unregistered truck in yard past the 72-hour notice at 37 Martland Ave. Unable to remove because blocked in by another vehicle. Citation to be issued.

1:35 p.m. 41 Martland Avenue there is an unregistered truck in yard past the 72-hour notice. Unable to tow due to being blocked by another vehicle and flat tires. Citation to be issued.

1:46 p.m. 92 Elliot St. Board of Health notified owner to remove cars from property on 1-19-11 and it is past the 72-hours notice. Vehicles towed and citation to be issued.

1:35 p.m. Code Enforcement on Broad Street. Contractor performing roof work without proper permits.

FRIDAY, MARCH 25, 2011
10:20 a.m. Code Enforcement at 117 Laureston Street. Squatters in the building using stove for heat. Fire and Health on scene. Power and gas have been terminated to the building and the squatters have been removed for now.

10:30 a.m. A call from one of the city councilors about trash on the front porch at 11 Nye Square. TV and computer table. Not blocking the way. No one answered the door. I called him back to give councilor the results.

12:17 p.m. At 9 Ray Avenue there is one non-operational car in the yard. It is not registered and has not moved. Citation to the registered owner of the property.

4:50 p.m. Code Enforcement report taken on Belmont Street. Complainant alleges there are unlicensed massage therapists and prostitution at area day spa. No further info at this time.

7:37 a.m. Code Enforcement at St. Jean Auto, 225 North Montello St. Meet officer on location for a problem with a caller and a car. Informed the owner he needs to bring his lot into compliance by Thursday. His cars for sale are not marked as required by state law.

10:25 a.m. Code Enforcement at 9 Ray Avenue. Citation for unregistered MV on the property. 2 citations issued.
10:27 a.m. Mutual Bank, 777 Belmont St. They are pumping the cellar sump pump out into the street and they were asked to remove it from the public way last Wednesday. Still getting calls about the water in the road. I saw the sump draining on Friday night and will issue a citation to the bank. Citation to the CEO of the Bank.

10:53 a.m. Code Enforcement at 47 Allen St. Back porches are covered with trash posing a fire danger. Met with the owner on scene and she will get the tenant to clean it up. Call was from fire department about the situation.

2:26 p.m. Apollo House, 99 Warren Ave. Civil restraining order for operating without a lodging house license. Done and will submit it to court on Monday.

3:28 p.m. Code Enforcement at Goodfellas, 255 Quincy St. Called by Board of Health to check if the pizza shop is open and it is. They are not supposed to be open because they had a fire suppression system activated and the BOH has not signed off on the health and safety of the place. Owner instructed to close. Deputy Chief OK'd the fire suppression system, but issued a 7-day recommendation for violation of BOH rules. The owner was allegedly very confrontational about the entire situation. OK for now and will check in the a.m. to make sure they are not open. BOH told him to stay closed until a full health inspection is complete.

FRIDAY, MARCH 11, 2011
10:45 a.m. 9 Ray Avenue. One unregistered car in driveway and citation to be sent to property owner. Tenant said truck does not run. Unable to tow because it is blocked in by a registered M/V.

11:15 a.m. At 299 Ettrick St. there are 2 cars that have been removed from the yard.

11:24 a.m. On Warren Avenue is a note on a truck that states it will be removed on the 14th of this month. Based on location I will allow him to have it removed. If it's not gone on the 15th will have it towed.
11:48 a.m. 189 Belmont St. Spoke to the property owner. She said she will have the unregistered vehicles--2 cars and 2 buses--removed by Sunday. Also informed if they are not gone will tow and a fine will be issued. Property owner said she understands.

12:14 p.m. Code Enforcement at 28 Lexington Street. The asset company that was tasked with taking care of the property does not any longer and the house has been sold and then was foreclosed on again. The public sidewalk is blocked by a stockade fence that has come down. Will send a letter to have it cleaned up and will place a bill against the property.

WEDNESDAY, DECEMBER 29, 2010


9:34 a.m. Code Enforcement at 213 Prospect St. The building that had the fire in it the side door is unsecured. Building inspector has been notified and they will secure it as soon as possible.


10:01 a.m. Residence on Milton Street has no number on the house still, they have had ample time and were notified with a courtesy letter telling them the requirements. $300 citation to be issued to property owner.


10:09 a.m. Check on the number of the house on East Main Street and no number on the house still, they have had ample time and were notified with a courtesy letter telling them the requirements. $300 citation to be issued to property owner.


10:11 a.m. Cruiser Team reports that a residence on Upland Road has no number on it. House does in fact not have a number and a courtesy letter will be sent giving them 7 days to correct the problem.


10:16 a.m. Cruiser Team reports no number on a house on Custer Street. A courtesy letter will be sent and they will get 7 days to fix the problem. I will be back to check.


11:06 a.m. Code Enforcement investigation at 110 Market St. Construction company has taken over the South Jr. High School parking lot and it's becoming a problem. Told the principal has spoken to them to no avail. They are operating sans permit to do repair work and they have no permit for the storage of fuel which they are doing on the property. Spoken to the CO of the School Police and informed it's an ongoing problem and they will not listen to anyone. I spoke to the Lieutenant and the full task force will pay them a visit on Thursday and see if we can set them on the straight and narrow.


THURSDAY, DECEMBER 30, 2010


10:12 a.m. Code Enforcement investigation on Dana Place. Called by the responding officers in response to a domestic violence call and found a basement apartment. Summonsed the Building Inspector and the building is a single family home that has been made into a 3 family apartment with the owner living in an in law apartment and a basement apartment. The building department will handle this as an illegal apartment building.


10:28 a.m. Code Enforcement investigation on 110 Market St. The trucking company is trespassing on school property with the company trucks and there is other issues that the Fire Department and Building Department are here to examine. Multiple code issues. The building and fire departments will handle. Fuel storage not permitted, office trailer not permitted, electricity to the trailer not permitted, etc,etc.....


3:00 p.m. On Mercedes Road neighbors report a lot of trash outside a house. Checked on it and it may be a lot of trash from what they are used to in that neighborhood, coffee table, bureau, computer table and some Christmas boxes by the front door. Car in yard registered to that address and driveway was clear of snow. Appears OK for now.


3:04 p.m. Company on West Elm Street is knocking down building causing a traffic jam. Will notify the building department about the issue and they will call the demolition company and advise any further calls they will have to hire a traffic detail.


FRIDAY, DECEMBER 31, 2010


9:40 a.m. Yellow Cab-Putnam Street. A copy of the lease surcharge law and forms given to them in hand.


9:53 a.m. Cowen's Taxi Service-383 Warren Ave. Lease surcharge paperwork delivered in hand.


10:30 a.m. Traders World- 21 Torrey St. Check on the store. Last time on scene they had gasoline in some of the things for sale which is a fire hazard. All gasoline has been removed from the building and its all set.


10:50 a.m. Brockton Cab Company- Clinton Avenue. Lease surcharge paperwork left with them.


1:54 p.m. Investigation on Main Street in the vicinity of the 60 block. Reports that someone is taking out sprinkler pipes. Loading dock door open and no one around.

8:40 a.m. Assisting Detectives with warrants all day.


12:10 p.m. The fire alarm system at 163 Ames Street is in the trouble mode and the fire alarm panel is torn open. Code Enforcement notified.

WEDNESDAY, DECEMBER 15, 2010

8:14 a.m. on Hemlock Avenue 2 unregistered motor vehicles on the front property. Services rendered.

9:49 a.m. Out at 50 Meadowbrook RD. Multiple code violations in the various renters. The Tenants are a mix of retailers, lumber supply, church, fish wholesaler, concrete company, small engine repair and an alleged illegal car repair facility. Unable to gain entry to the car repair facility. There is also information the guy that was running the ATV repair facility out of his mothers basement on Summer Street has moved over to this location. Unable to gain entry to the bay either. The tenant in the car repair facility was caught by the gas company allegedly stealing gas to heat the building and they have terminated gas. Building Dept. and Fire Dept. to handle at this time.



9:37 a.m. 84 Denton Street, the porches on all 3 floors are collapsing. Given this to the building Dept. and they will get on it and deal with it ASAP.



10:46 a.m. Out on Carl Avenue and posted by building department to stop work. No permits for the conversion of the garage to a room. Electrical systems was tagged out and shut off to the new construction by Code Enforcement for not being permitted. Building department will follow up.



11:00 a.m. 552 Summer Street has multiple code violations such as building without a permit and electrical work that we can see from the outside. We cannot get into the home as it is vacant and locked up. This is the site of the former owner who was dumping in the rear on City property. That has been cleaned up and adjudicated in court. Building department will take action.



11:36 a.m. Illegal 3rd floor apartment on Court Street. Building department to handle.



11:56 a.m. Out on Albert Avenue for a home that has been completely gutted with no permits at all. Power is being terminated to the building. Building department has posted the house with a "Stop Work" order. National Grid terminated the power.



12:35 p.m. 392 Court Street the building permit is to install 10 doors and fix porches. House is gutted with electrical and plumbing being redone. Kerosene heaters in the building in violation. Fire ordered them off and out. Propane in the building and Fire ordered it out. Building department posted property with a "Stop Work" order. Power terminated to the building. The work far exceded the building permit. Owner on scene Building inspector speaking to him. Plumbing inspector and Electrical inspector consulted.



12:42 p.m. Out on Grove Street for Multiple code violations. Electrical inspector on scene with building department. Gas company on scene. The boiler and water heater shut down and red tagged out of service for being a hazard and the owner needs to contact a plumber and an electrician to rectify the problems. Called to scene by on duty Fire department who responded for a cellar fire.



2:34 p.m. 149 Colonel Bell Drive the entry ways to apartments are deplorable. All rotting away. Building Department will give 7 days to get a structural engineer on it or it will be condemned. These are metal like fire escapes and they have some repairs done to them but they are rotting away and rusting out. Dangerous condition. The owner was told to repair them back around June and he did but not to the liking of the Building department.



3:17 p.m. 243 Green Street the 6-8 squatters were removed from the building and the power was cut, gas was removed and water department is removing the meter. The house has been the scene of multiple complaints from the neighborhood as well as alleged active drug sales location. Today the main objective was to evacuate the house and cut all utilities from it as well as get it boarded up. Mission accomplished and the neighbors should be happy.

9:36 a.m. Vehicle on Warren Avenue & Market Street was tagged on 12/13/10 and has 2 flat tires. Vehicle towed.



9:57 a.m. All flags have been removed mended, washed and replaced to the appropriate flag poles so they may be displayed in the glorious way that they should.



12:43 p.m. 243 Green St. Hung an Arson reward poster at the scene of the building fire. This is the same building we closed down and boarded up on Wednesday.



2:10 p.m. On a Enterprise Street residence, 2 cars in the yard were 72 hour tagged. They are just hunks of cars and are an eyesore. Also we have the highway department coming for a basketball hoop that is in the street and not associated with any home on the street. The neighbors of the complex are upset when they miss the backboard it hits the cars and causes damage to the cars. Ok to remove by the Lt.

9:21 a.m. Finished up on the application
10:52 a.m. Assist Fire or Ambulance at 34 Mason Street. High levels of CO in Building. Building was previously tagged to stop work and leave in November. Parties transported to hospital. Code Enforcement will follow up with Building department.



11:09 a.m. 34 Mason Street. Responded at the request of Officer ****** and the Deputy Chief. the family has been overcome by Carbon Monoxide. Out of the 5 on scene 3 have been transported by ambulance to the hospital. One party was in seizure mode and will probably go to Boston. The building was posted with "STOP WORK" and "DANGEROUS AND UNSAFE" order on November 4th by the Building department and the power was cut to the building. NO PERMITS for renovations inside. The owner of the property was told they could not live in the building and they had to get permits to continue to use building inside. This was a full task force Mission on November 4th. Today the family was running a generator in the basement to power space heaters as well as portable propane heater through out the home. All indications are they were living in the home despite the orders not too. Today the family was overcome by Carbon Monoxide and taken to the hospital. The Building Department as well as the Gas Company were notified and consulted on this matter today. Follow up will take place on Monday with the Building Department.



MONDAY, DECEMBER, 20, 2010
s for complaints on unpaid City Ordinance fines. $7300 and 44 separate complaints to small claims in the Housing Court.



9:56 a.m. 354 Pleasant Street. The truck has not moved in months since it was towed last. The truck is 8'4" from the yellow line and I issued a ticket for parking, leaving less than 10 feet unobstructed lane. This truck in registered and is allegedly being used as a storage locker on the side of the road. Will continue to monitor the situation. Police are aware of the eyesore and will continue to look into it.



10:13 a.m. On Minot Avenue 2 vehicles green Chevy van and a green Honda civic no plates both are unregistered. The plates were confiscated by the midnight shift and turned into RMV. 72 Hr tag has been issued. "I WILL BE BACK" to tow if not removed in 3 days.

3:13 p.m. Greenfield St. residence is storing fuel in containers on property and was told can't do that and can't dump it in the back yard. Fire department is aware of the situation and is currently investigating. No police needed.



6:47 p.m.Attended Ward Two City Councilor Tom Monahans meeting at Messiah Baptist Church.

12:30 p.m. Camper removed from property on Ellsworth Street as a hazard. Approved by the Sargent. Vehicle towed and cleared.



MONDAY, DECEMBER 13, 2010
11:08 a.m. 101 Richmond St. Checked to see if the power has been terminated in the vacant house that has a broken water pipe. National Grid was supposed to do it last night but they could give no ETA. Power has been cut at the pole. All Clear.



11:47 a.m. On East Main Street, Police report that the house has no number on it in violation of City ordinance. It is also a safety issue in time of emergency. No number on house and will send a notice and give the owner 7 days to do it or will issue a $300 citation. Also a car was given a 72 hour tag, spoke to a tenant and he stated he didn't think the car ran. The car is also unregistered.



12:06 p.m. On Milton Street police report another house has no number on it. That house also has no number which is a violation and safety hazard. Will send a notice and give them 7 days to take care of it or will issue a citation for $300.



12:15 p.m. Reports of selling cars on the lot next to the High School on Forest Avenue. Have been to this residence before and have spoken to the owner in the past by phone and told him he can't run a car sales business without license and it being zoned properly. A black Toyota, unregistered and for sale on property was given a 72 hour tag.

10:16 a.m. 700 Crescent St. Viewed the video from Cross Roads to see if our east side fire setter was the one who broke in.
